Peacock Tariff Consulting Launches IEEPA Duty Refund Service for Importers
PTC's CAPE Phase 3 program opens Oct. 6, offering eligible importers a path to recover duties on finally liquidated IEEPA entries.
Peacock Tariff Consulting (PTC), an international trade and supply chain advisory firm based in Orillia, Ontario, announced Wednesday the launch of its CAPE Phase 3 Recovery Services, a program designed to help U.S. importers recoup duties paid under the International Emergency Economic Powers Act, commonly known as IEEPA.
The service becomes available to eligible importers starting Oct. 6, according to the firm. PTC said the program targets duties assessed on entries that have reached final liquidation under IEEPA, a statute that grants the president broad authority to regulate international commerce during declared national emergencies — the legal basis the current administration has used to impose sweeping tariff schedules on a range of trading partners.

The announcement arrives as many importers continue to absorb the financial impact of elevated tariff burdens imposed over the past year. Recovery services of this kind typically involve a detailed audit of customs entries, identification of overpaid or incorrectly assessed duties, and submission of the appropriate claims through U.S. Customs and Border Protection processes. PTC's CAPE framework appears structured to guide clients through that procedural complexity.
